Abstract:	本文為二一年十二月四日;五日於東京舉行之東亞行政法學會(臺灣;中國;日本;韓國為運作主體)第九屆學術總會中,名古屋大學法律學系紙野健二教授代表日本學界所進行之報告。首先,作者認為行政統制與人民權利保障,兩者已構成日本行政法學之主要內容,惟「行政統制」此概念極具多義性,如何就其主體;方法;制度或理論等切入探討將形重要。其次,本文係以歷年來發表於日本公法學會之學術論文為分析對象,介紹諸多有關對行政應行何種控制之主要理論,且簡述於當時時空下具有之意義及界限。再者,本文並就現今日本發生之行政統制有關現象與問題,進行法理分析及法制因應措施。最後,提及近年國家觀之轉變對行政統制理論具有之意義。本文除深入分析行政統制法理外,同時介紹豐富之公法議題及法律制度,對日本行政法有興趣之讀者而言,甚具參考價值。
