    Title: 第三次南北韓高峰會之研析

    Abstract: 眾所矚目的第三次南北韓高峰會於今 (2018) 年 4 月 27 日，在板門店 的「和平之家」舉行，與前兩次會談不同的是，之前都是由南韓總統到北 韓，而這次卻是金正恩親自跨越 38 度線抵達南韓境內，成為韓戰之後首 位進入南韓境內的北韓領導人，讓兩韓和平露出一線曙光；其次，這次南 北韓會談正逢在 6 月美朝對話之前，因此，被視為「川金會」的會前會， 所以本次會談除了終止南北韓戰爭狀態之外，也觸及朝鮮半島無核化議 題，為之後的「川金會談」鋪路。 而在這次南北韓會談上，除了雙方將致力於朝鮮半島無核化之外，兩 韓宣佈朝鮮半島今後將不再有戰爭，在年底之前推動把「停戰協定」轉 變成「和平條約」，另外，兩韓也同意在邊界開城設立永久性的雙方代表 處，並將 38 度線非軍事區（DMZ）變成真正的和平特區，同時也將積極 推動美、朝、韓、「中」四方會談，以多邊對話機制凝聚各國共識，早日 促成半島無核化的最終目標。
