Title:	突破大學排名困境的新思維―德國高等教育發展中心學門排名

Abstract:	二十一世紀高等教育的大眾化與全球化，促使各種大學、學門與系所國際排名的產生。然而，自有排名以來，學術界對排名方法之批評與質疑聲音就從未間斷。事實上，一些各國知名大學排名，如美國U.S. News & World Report，英國Times Higher Education Supplement與Financial Times，德國Der Spiegel等，早已存在許多無法解決的方法問題，如同儕評比客觀性、量化研究指標的公平性、缺乏教學評量指標等等。而在進行國際大學評比研究時，更加劇這些問題的嚴重性。雖然如此，它似乎又被理所當然成為社會大眾用來了解大學現況的一種工具，Philip G. Altbach清楚指出這種矛盾的現象：「當大學排名被公布時，它對消費者、教育政策制定者與學術機構來說，仍是相當有價值的，因為他們可用其來與國內外各大學相比較」。德國高等教育發展中心（The Center for Higher Education Development）所發展的大學排名，似乎是嘗試著要為這些問題所產生的困境，提供另一種新的評比思維。
