    Abstract: 北大西洋公約組織成立至今,已是接近70年的軍事同盟。在美國的領導下,北約在後冷戰初期歷經一系列的轉型與擴大,已成為以集體防衛機制為基礎,並具備能力在區域外投射其政治與軍事影響力的國際安全組織。本論文聚焦在美國小布希政府與歐巴馬政府對北約政策的異同,並試圖瞭解21世紀初期美國對北約的運作模式。

    在研究步驟上,本論文第二章以歷史分析的視角,回顧從北約成立至新世紀初(1949-2001)美國大戰略與北約之互動關係;第三章依序檢視小布希政府的北約政策、美國與北約在阿富汗和伊拉克區域外行動的個案、美國對北約內部責任分擔的政策立場;第四章依序檢視歐巴馬政府的北約政策、美國與北約在阿富汗和利比亞區域外行動的個案、美國對北約內部責任分擔的政策立場。本論文最後則對小布希政府與歐巴馬政府的北約政策進行歸納分析。

    本論文認為,儘管在小布希、歐巴馬兩政府時期面對不同的國際情勢及戰略思維,美國仍持續透過北約的許多機制以投射其在區域及全球安全的影響力。美國對北約政策亦須考量國外與國內因素所帶來的影響。例如當時國際情勢(全球層次)、美國與俄羅斯關係(國家層次)、北約盟國關係(制度層次)及美國政府戰略思維(國內層次)。而北約區域外行動與責任分擔的議題,仍是持續關注跨大西洋聯盟的重點。
    Under U.S. leadership, the North Atlantic Treaty Organization (NATO), a nearly 70-year-old military alliance experiencing a course of transformation and enlargement in the post-Cold War era, has been an international security organization built on the principle of collective defence and empowered to project its political and military influence in the “out-of-area” regions. This thesis focuses on the similarities and differences in the George W. Bush administration’s and the Barack H. Obama administration’s policies towards NATO, seeking to understand how the U.S. has operated and interacted with NATO in the early decades of the 21st century.

    In chapter 2 of this thesis adopts a historical perspective to examine the relations resulting from the interaction between U.S. grand strategy and NATO from 1949 to 2001. Chapter 3 examines the Bush administration’s overall policy towards NATO, the case study of U.S. and NATO “out-of-area” operations in Afghanistan and Iraq, and U.S. position towards the issue of NATO burden-sharing. Chapter 4 focuses on the Obama administration’s overall policy towards NATO, the case study of U.S. and NATO “out-of-area” operations in Afghanistan and Libya, and U.S. positions towards NATO’s burden-sharing. The last part of this thesis analyses inductively the two administrations’ policies towards NATO.

    This thesis argues that, despite different international situations and strategic thinking between the Bush administration and the Obama administration, the U.S. continues to project its influence in regional and global security through a variety of mechanisms of NATO. Regarding its policy towards NATO, the U.S. must consider the impact of some external and internal factors, such as international situations (global level), U.S. relations with Russia (interstate level), U.S. relations with NATO allies (institutional level), and U.S. government’s own strategic thinking (domestic level). The issues of NATO “out-of-area” operations and burden-sharing have continued to be the focal points of this transatlantic alliance.
