Abstract:	2012 年末、第 2 次安倍内閣が発足した。安倍首相は政権発足直後、ベトナム、タイ、インドネシアなど東南アジア諸国を訪問するとともに、「日本外交の新たな 5 原則」を発表し、普遍的価値の重要性を強調した。また、南シナ海の領有権問題について、国際法にのっとって平和的に解決すべきとの考えを示した。近年、中国は経済の台頭とともに軍事力を拡大させ、特に南シナ海での強硬姿勢は、周辺諸国に不安を与えている。安倍政権の東南アジア地域における主な外交方針は、日本と東南アジア諸国との経済、軍事分野での協力関係を強化することで、中国の同地域への影響力に対する抑止力のほか、米国を同地域に介入させる重要なパートナーとすることである。安倍政権の対東南アジア外交戦略は、 1970 年代の外交路線「福田ドクトリン」から脱却し、「積極的平和主義」の原則の下、国家安全保障および地域の平和を維持するため、日本がより積極的かつ重要な役割を果たすことである。
