Abstract:	中国共産党十九回大会の開催を前に、新疆ウイグル自治区におけるガバナンスは、2 つのジレンマに直面している。第一に、少数民族問題の解決のために少数民族を優遇すれば漢族の反感を招きかねず、他方、「反テロ」を継続すれば少数民族と政権の距離を一層広げかねない。第二に、「一帯一路」のスローガンの下で行われている物流の促進、中国企業の中央アジア進出には構造的限界があり、中国企業が中央アジア以西に進出しようにも安易に進出できない状況が生じている。習近平の父習仲勲は、 1950 年代前半に「西北」の少数民族政策の穏健化に貢献したこともあり、習近平に対して少数民族への歩み寄りが期待されている向きもある。しかし、こうした期待とは裏腹に、上述の 2 つのジレンマにより、新疆ウイグル自治区の経済はなお長期的に低迷し、「反テロ」が宣伝こそされないものの、事実上継続され、同地のガバナンスは少数民族の民生の安定には程遠いものとなることが考えられる。
