Abstract:	2017 年 10 月以来、トランプ政権は「インド太平洋」を地政学上、戦略的に最も重要な地域と位置づけている。トランプ大統領は 2017 年 10 月にアジア 5 カ国を歴訪中、これまでの「アジア太平洋地域」ではなく、「インド太平洋地域」という表現を使い、この広大な地域を明確に示した。この概念は米歴代政権の習慣的な用法とは全く異なる。「繁栄をもたらす自由で開かれたインド太平洋地域」の実現を目指し、トランプ政権は法の支配に基づいた国際秩序を強調し、インド洋およびインドの役割も重視している。この新たな構想は米国、日本、オーストラリア、インドの 4 カ国が戦略的に協力するための道筋であり、この構想が目指すところは中国包囲網であると見られている。本稿は、トランプ政権発足以来の外交政策の基本方針、「インド太平洋戦略」が米国の戦略的利益と地域にもたらす米中関係の動向も含めた複雑な意味合い、および米国による同盟システムへの影響、地域脅威に対する米国の対応などを深く掘り下げていく。
