    Abstract: 訂定主題標目在圖書館編目作業中，是耗許多時間的工作，對標題的選取更是困擾編目人員。本文以美國國會圖書館的標題編目手冊為例，介紹其出版經過、內容編排及特色、並強調主題編目手冊製作的必要性，以能提昇書目品質。
