    Abstract: 隨著我國民主發展的深化，「傾聽民意、回應民意」已成為民主政府的政治正確語彙。各級政府機關不但透過電話民意調查、座談會、公聽會以及說明會等傳統管道蒐集民意，還積極運用資通訊科技（Information and Communication Technologies, ICTs）提供各種便利的蒐集及回應民意管道，如線上論壇、首長電子信箱、社群網站（social media），以及電話客服中心（call center）等。然而，受到民眾使用網路能力提升，以及各式連網設備普及的影響，網路民意資料正逐漸出現大量、迅速以及多元等巨量資料的特徵。這使得當前各政府部門熟悉的輿情分析方法，如新聞簡報摘要、人工檢索彙整以及人員經驗研判等，已無法有效分析迅速的巨量資料。巨量資料（big data）分析的出現，正是為了協助管理者在面對此一數位資料積累趨勢時，能有一全新的分析步驟與思維邏輯，而從容於巨量資料洪流中萃取出有價值的經營管理資訊。因此，本計畫目的旨在運用巨量資料分析方法於網路民意的探勘，並評估網路民意資料導入政府決策分析的可行性。本計畫除協助公部門認識巨量資料分析的發展趨勢、技術需求以及應用限制外，更結合網路民意資料的實際分析成果，以及實務工作者及民眾的意見調查，提出適合政府機關操作並運用的作業程序，網路民意資料蒐集作業原則以及政府決策分析的配套法制等建議。
