    Abstract: 由於藥物可藉由各種如外用、口服、注射…等途徑進入人體內作用，可直接或間接地影響使用者的心情、各器官功能、各系統機能….身體狀態。因此每個國家政府針對其產品的開發，凡涉及化學、生物化學、藥劑學、醫學、機械、生理、毒性、代謝與統計等每一步驟，都設有嚴謹法規去規範其製造步驟，臨床試驗的設計，希望讓藥物能在醫學倫理的嚴格標準下，健康正面的被發展與製造，達到預期的治療效果，並同時對不要的副作用降到最低，所以新藥開發是ㄧ個複雜又非常專業的特殊研發過程。

    藥品主要 可分為三大類：專利（或市場）保護的新藥、學名藥和非處方藥（成藥）。
    根據統計，由於新藥不僅要投注大量的資金與人力，且必須有固定的程序，一個一個期程往前推進到上市，若在某一期程未達到預期的成效時，等於在此之前的所有完成的期程之所有研發投入的高額費用，均立即轉化成沉沒資本。

    如果想發展我國的生技產業從事新藥研發，除了須著手了解新藥藥品開發流程，與具備的條件之外，還要對其成本和價值建立概念，才能訂定較完善策略。因此本研究主要的內容是：
    (一) 成功上市並商品化的新藥，其研發歷程為何？
    (二) 新藥從開發到上市的成本分析。

    另外，2012年美國國家地理頻道紀錄片 (亞洲新視野：臺灣醫療奇蹟)，介紹台灣醫療技術在國際間早已享有盛名，全球前200大醫院中，台灣就占了14家，僅次於美國及德國，排名全球第3，也是亞洲第1。如何善用這寶貴醫療資源與技術，來發展我國藥業科技呢？
