    Title: 綠色城市治理與多層級網絡之研究

    Abstract: 隨著地球人口驟增，伴隨能源需求快速成長，工業革命促使地球環境加速惡化與氣
    候變遷。傳統上，全球氣候治理多以聯合國（UN）為主導中心，舉行跨國高峰會議進行
    國際談判與協商，然而各國因文化、經濟、社會和歷史背景的差異，經常引發眾多的爭
    議，而難以達成共識。
    近年來，全球化的趨勢帶動治理的概念的轉變，治理的權威不僅從中央政府轉移到
    地方政府，而且從公共部門轉移到私營部門，更納入第三部門，如非營利組織（NPO）
    和非政府組織（NGO） 。類此多層級網絡治理模式與協作關係，亦反映在地方政府之綠色
    城市治理。在城市發展綠化的進程中，政府、跨國企業、非營利組織、公民團體與非政
    府組織形成綠色社群網絡，網絡中的各個參與者，雖然擁有不同的參與動機，但對於綠
    色城市之發展策略，皆能付出綠色創新實踐之行動力。
    本研究透過成功標竿個案，探討地方政府如何制定綠色創新政策，建立綠色治理
    網絡以打造低碳節能的現代城市。研究結果顯示，奠基於綠色經濟與綠色成長的基礎，
    政府可創建公私合作的誘因，地方政府推動發展綠色城市策略，既可促進環境保護與能
    源永續的價值，亦可同時達到經濟繁榮之目標。綠色治理網絡模式，納入企業、地方社
    區、志工團體等參與者，並採用多層級治理的途徑越過國際外交的藩籬，相較於傳統國
    際談判治理模式，更加靈活與務實。因此，發展綠色城市與綠色治理網絡，是促成環境
    永續的有效策略。
