Title:	如何建立以空菸盒推估我國私菸市場規模之作業機制

Abstract:	由於走私行為具有十足的非法性及高度的隱密性，因此取得真實的走私資料非常困難。就一般實務而言，估計非法菸品市場規模的方法可歸納為三大類：差異法、直接測量法和專家意見法。羅光達等人（2015）指出，臺灣目前並無由官方主導的非法菸品調查單位，因此對私菸規模無法較準確掌握，這不但無法有效估計稅捐流失，同時也無法有效判斷菸品的整體危害程度。因此他們認為未來應特別針對國內非法菸品消費者進行相關資訊的蒐集與統計，以深入掌控非法菸品的消費數量與市場動態等資訊。同時，他們也具體建議政府未來可利用「空菸盒觀察詢問推估法」來估計我國非法菸品的市場規模。不過，他們卻未進一步探討此一估計方法在執行上與實務上可能遇到的潛在問題與解決之道。本研究的主要目的即在透過全面性且系統性的分析規劃，協助政府建立以空菸盒法來推估我國私菸市場規模之常態機制與運作規範，以期未來在非法菸品市場規模的推估作業與流程方面，有充分且完整的事前準備，俾利建制工作的推動與完成。此一機制的建立，不但可讓政府有效掌控較為接近事實的菸品走私規模，更能夠進一步藉此明確估算出每年因菸品走私所可能造成的稅捐損失。不論就菸品管理的改進或查緝逃漏稅捐的加強等二方面言，皆為極重要之工作。
