    Title: 金融科技創新與顧客價值:外勞薪資結匯營運模式之研究

    Abstract: 台灣於 1989 年起,因應政府 14 項重大建設,首次以專案方式引進低技術外籍勞工,至1992 年,由於經濟快速發展,國內勞動力供需失衡,產業缺工,因而立法通過開放民間企業引進外勞,填補勞動力缺口。近年來由於產業轉型、少子化、老齡化問題,致產業與長照外勞需求日益增加,到2018 年底,台灣外勞總數已經突破70 萬人,為數可觀,而衍伸的外勞薪資結匯需求亦隨之擴大,推估每年匯出金額高達新台幣千億以上。由於語言文字差異及工作時間無法配合,銀行幾乎無法對外勞直接提供匯款服務,目前在台外勞多採用地下匯兌,或委託仲介業者代為將薪資匯回母國,不方便、不安全,也無法滿足外勞匯款的需求。
    本研究是透過顧客價值理論、價值主張以及金融科技的運用,新創外勞薪資結匯模式。研究架構係對外勞政策、金融環境、現行法規、科技創新、通路環境,以及競爭狀況等外部環境分析,找出外勞匯款尚未被滿足的需求及機會,進而提出價值主張。由於部分內容涉及違反銀行法,因此必須申請進入「金融科技發展與創新實驗」,才能完整落實價值主張。
    本研究採單一個案研究法,以統振公司新創外勞薪資結匯模式申請進入「金融科技發展與創新實驗」之個案作為研究對象。個案公司根據顧客價值理論,建立Fintech 模式之外勞薪資結匯平台(Q-Pay),著手於顧客利益提升與成本降低,結合行動網路、Apps 應用、超過10000 家便利商店、超商Kiosks 資訊系統、API 串接技術,以及國內、外金融機構,架構即時資訊流與金流網絡,提出:低成本、友善、安全、快速、方便、全年無休、24 小時服務、多元匯款選擇的新型態外勞匯款的價值主張,達到讓外勞「在生活權益上的賓至如歸原則」(勞動部外勞工作政策)。Q-Pay新創外勞匯款營運模式,與銀行匯款、仲介代結匯,以及地下匯兌比較,都明顯居於優勢,未來將會成為市場中的主流,解決外勞匯款長期亂象,亦符合金管會推動普惠金融的政策發展。
