    Title: 都市更新對於住宅價格影響之研究
    A study of the impact of urban renewal on housing prices

    Abstract: 面對臺灣都市老化問題越趨嚴重的現況,加速都市更新儼然成為政府積極推動的政策目標,但卻未關注都市更新開發所造成的住宅價格變化。都市更新與其他土地開發方式不同,為鼓勵其實施且保障人民財產權,具有原土地所有權人可分回住宅以及都市更新容積獎勵等特色。本文欲釐清以都市更新方式開發之住宅的價格變化,並研究原土地所有權人分回住宅比例對都市更新開發後之房價是否具有影響,以補足過往文獻研究缺口,並提供消費者與政策執行上之參考。
      研究採用2012年7月至2017年12月不動產交易實價登錄資料、國泰房地產指數季報之新推個案市場調查資料,與臺北市政府都市更新處核定都市更新個案資料等三個資料庫進行比對分析。以臺北市此期間完成之都市更新與非都市更新住宅交易案例成交價格在控制區位、產品與時間下進行比較,分析都市更新住宅價格受到原土地所有權人可分回住宅及建築容積獎勵制度的影響,並且更進一步探討都市更新宅中原土地所有權人保留戶比例帶來的價格變化。研究結果發現,都市更新由於原土地所有權人可分回住宅,使更新後住宅面積混合現象加劇,加上建築容積獎勵所帶來的住宅密度增加,導致更新後住宅折價,都市更新住宅比一般住宅產品單價約降低9%。另外,透過權利變換機制原土地所有權人可分回住宅於更新後回原處居住,實證結果發現更新後住宅價格隨著保留戶比例提高而折價,保留戶比例40%情況下,單價約折價2%,此結果將減緩都市更新後房價外溢及仕紳化現象,如此,都市更新除有助於實質環境面改善,對都市社會發展亦有正面效應。
    In the face of the increasingly serious problem of urban aging in Taiwan, urban renewal accelerating has become a policy actively promoted by the government. Yet, the government is not paying attention to changes in house price caused by urban renewal. Differ from other land development methods, in order to encourage the implementation of urban renewal and protect people`s property rights, urban renewal have characteristics such as return residence to original land owner and urban renewal volume rewards. This article intends to clarify the price changes of household developed by urban renewal, and to study whether the proportion of retuned household distributed to original land owners has an impact on house price after urban renewal. In order to complete the lack of previous literature, and provide references for consumers and policy implementation.
    The research adopted Real-Estate Transaction Registration Data and Cathay Real Estate Index Quarterly Report of market survey data of newly launched case from July 2012 to December 2017. It was compared with the urban renewal case data approved by the Urban Renewal Office of the Taipei City Government. Based on the comparison of the transaction price of urban renewal and non-urban renewal household completed in Taipei during this period, this article analyzed whether urban renewal house price is affected by the proportion of retuned household distributed to the land owners and the building volume reward system, and further explore the price changes of distributed retuned household brought about by urban renewal.
    The results of the study confirmed that due to the regulations of returning household to the original land owners, urban renewal has exacerbated the phenomenon of mixed residential area. Moreover, the increase in residential density brought by the reward of building volume, resulted in discounted house price after the renewal. The house price of urban renewal household will cost approximately 9% lower than the general housing products. In addition, the regulation of retuning household to the original land owners has reduced the effect of the gentrification. According to empirical results, house price after the renewal will be discounted as the proportion of retained household increases, which in turn lowered the house price threshold for renewed household, and slow down the gentrification phenomenon of urban renewal.
