    Title: 推動戰略互惠關係中的日「中」關係：進展與限制
    Japan-China Relations Under the Promotion of Strategic Reciprocity: Progress and Restrictions

    Abstract: 第一次安倍晉三政權時代，為建立新時代的日「中」兩國關係的合作 和對話架構的「戰略互惠關係」機制，即使日本國內經過兩次的政權輪替， 仍然一直維持和加強兩國的對話架構。 2010 年以後，兩國之間一直存在著主要領土與海洋問題的糾紛，不僅 發生元首會談的政治往來的中斷，而且屬於民間交流範疇的經貿和文化交 流也被迫停頓，造成兩國邦交以來陷入最惡劣的狀態。 2012 年下半年，隨著習近平體制和第二次安倍政權的登場，提高兩國 各界對日「中」關係改善的期待，但是由於日本與中國大陸境內的因素及 國際環境的變化，改善兩國關係的範圍和速度不如預期。然而 2017 年川 普政權的登場及美「中」貿易戰爭的爆發，提供促使日「中」兩國關係改 善的契機，即 2018 年 10 月安倍正式訪問大陸後，兩國似乎回到正常關係。 文嘗試分析 2006 年以來啟動的日「中」兩國推進戰略互惠關係的演變 和發展脈絡，並且探討該過程中的進展與成果，同時檢視困境與限制。筆 者發現，雖然當初雙方所提出的政治方面的互信關係還未完全確立，但是 海洋問題等非傳統安保領域的對話和合作平台的建立，從構築政治互信的 觀點來看，應該值得肯定。另外，經貿和文教交流的合作是兩國能夠追求 共同利益，並且期待雙贏的局面，因此該領域的合作比較能夠順利地發展。
