Abstract:	中國大陸人權現況的變化與中共黨國體制的轉變是一體兩面。一方面習近平追求以自己為核心的權力集中，在對內對外政策上，更捨棄已跨越三代領導人的「韜光養晦」與「相適應」的政策，高姿態地施壓國內外各種社會進步力量。本文認為這個發展的原因與方向，都可以從一個「制度復古／回歸」的角度來理解。習近平正試圖處理自改革開放後社會「越維越不穩」的安全困境，追求重現 1950 年代以黨領導一切的國家與社會關係模式，透過現代化的技術與新的政策展現出來。本文先簡述何為 1950年代以「愛國隊伍」為核心的社會治理模式、這個模式在1980 年代之後的回歸與質變、與習近平試圖追求更純粹的 1950 年代模式的這一個歷程，其後以「新黑五類」近年被打壓的狀況作為案例來檢驗這一推論，最後並對臺灣的可能角色做出建議。
