    Abstract: 本研究透過深度訪談與問卷調查，探討網路學習市場潛在消費者購買網路產品或不上網之原因。透過深度訪談，本研究印證文獻中的七大構面（「網站產品與服務」、「網路環境與品質」、「費用相關因素」、「個人相關因素」、「資訊相關知識」、「上網成本」及「個人需求與偏好」，前四者主要與網路使用者有關，後三項則攸關非網路使用者是否上網）有其適用性。問卷調查結果顯示，在影響網路使用者決定是否購買網路產品時，「費用相關因素」及「網站更新與設計」有著舉足輕重的地位。換言之，在可能的範圍內降低費用及進行網站更新與具吸引力之設計，是讓潛在消費者購買網路學習產品的關鍵作法。「資訊環境」與「上網成本」則是影響目前非網路使用者之所以不上網較重要的兩個因素。針對上述發現，本研究提出建議供政府相關單位及網路學習廠商參考。同時，本論文也提出研究限制及未來研究之建議，供有興趣的學者專家參考。
