| Abstract: | 國土計畫尚未取得法定位階之前，國土資源利用除仰賴現行中央擬定之區域計畫外，亦寄託於各個地方政府擬定之各轄區區域計畫，以落實資源保育並發展地方特色，惟此計畫於台灣尚屬首次擬定，因此，其於規劃體系中的角色、功能、與內容，尚於摸索階段，故本研究主要探討直轄市、縣(市)區域計畫之功能、預期成效以及擬定過程中所遭遇的問題。
研究採用深度訪談法，以主題式且開放式設計的半結構式訪談（Semi-structured interview）提問實際參與直轄市、縣(市)區域計畫執行之相關人士經驗。訪談前先給予受訪者訪談題綱，過程中則透過口語交談得到受訪者個人感受及專業經驗陳述，而獲得直接的看法與針對本研究的回饋，最後歸納分析訪談內容提出研究成果。
經研究成果分析發現推動直轄市、縣(市)區域計畫對於台灣空間規劃有其正面成效，惟仍有部分課題尚待解決，故本研究提出後續政策及研究建議。
Before National Land Plan was given a green light, in addition to the existing regional plan set up by the authorities, land and natural resources utilization also relies on jurisdictional plan from the local government as a result of realizing resource conservation and developing local features. While the plan in Taiwan is still in early stage, the roles, functions and content of the planning system is yet in exploration phase. The research mainly probes into the function and expecting outcomes as well as the problems encountered during the planning process.
This research applies an in-depth interview, which provides a semi-structured interview composing of theme-based and open-ended questions to participants having practical experiences in executing regional plans of municipalities and regional cities. The outline of the interview questions is provided to the participants beforehand, their personal and professional experiences are described through face-to-face interviews. Therefore the first-hand perspectives and feedback for the research can be further analyzed and summarized as the research result.
The result of the research shows that there is positive impact to spatial plan in Taiwan by promoting regional plans of municipalities and regional cities. Yet some issues remain to be resolved at the moment. The research therefore provides subsequent policies and research suggestions accordingly. |
