    Title: 議價能力與最適差別關稅

    Abstract: 傳統探討策略性貿易的文獻大多忽略關稅制訂時國與國之間的議價能力。有鑒於此，本文將國家的議價能力納入考慮，探討最適關稅的制訂。依據本文的研究結果顯示：最適關稅的制訂除了與出口國廠商的生產成本有關外，進口國政府的談判能力也是關鍵。詳言之，在相同的出口廠商成本下，進口國政府會對高（低）議價能力之出口國廠商課徵低（高）關稅；在相同的國家議價能力下，則應對高（低）成本的出口廠商課徵低（高）關稅。因此若出口國的議價能力太低（高），會出現高（低）成本高（低）關稅的情況，此一結果有異於傳統文獻主張應對高成本國家課徵低關稅、低成本國家課徵高關稅的認知。
