Title:	科技風險政策論述的媒體建構與公眾感知：以電業法修法為例 Media Representation and Public Perception of the Policy Discourse of Science Risk: a Case of Revision of Electricity Act

Abstract:	本研究關注作為對常民百姓傳遞重要資訊及溝通科技風險政策重要管道的大眾媒體，是如何再現2016 年重啟修法的《電業法》相關議題？報導提供了哪些議題的基本及背景知識、連結公眾議題參與的元素？報導或文章的內容採用了何種框架開展其論述？組成該論述框架的語言、論證及背後社會、文化、政治或新聞產製要素有哪些？論述又反映出哪些新聞價值及利害相關者的發言權取捨？本研究的另一個切入點乃在於觀察在《電業法》修法通過或未獲通過之後，公共論述對爭議的討論以及議題的框架方式如何影響到常民百姓的議題感知與判斷。本研究的方法採量性與質性兼具方式。在探究媒體新聞如何再現《電業法》修法議題的基本及背景知識、以及可連結公眾議題參與元素部分，本研究將以量化內容分析法針對主流及另類新聞媒體的報導進行觀察。本研究另採取van Gorp 的框架包裹架構針對《電業法》修法報導進行兼具質性歸納及量性演繹的框架分析；本研究對報導記者及議題利害相關人士進行深度訪談以進一步瞭解新聞論述出現的脈絡。最後，在觀察《電業法》修法議題框架方式如何影響公眾的議題感知與判斷部分，本研究主要採取的是網路調查，並在問卷中設計準實驗以測試不同框架的效應。
