Title:	韓國4G–LTE 行動寬頻發展與政策之初探

Abstract:	隨著3C產品的進化帶動電信產業蓬勃發展，民眾對於智慧型手機的使用及依賴越來越高，對於手機上網的速度及需求也越來越大。近年來，4G技術的發展和使用已成為世界趨勢，而各國的行動通訊發展，不但是國家的重要資源，也是科技以及經濟發展的重要指標。南韓自2011年發展至今，已成為目前全世界4G–LTE電信技術最高、普及率最完整的國家。其成功之經驗，成為許多國家研究的對象。台灣在4G的發展上因早期的誤判導致形勢失利，而在2013年如火如荼的催生下，行動寬頻4G –LTE證照終於誕生，各家電信業者也競爭激烈，出現百家爭鳴的現象。本研究希望藉由探討南韓成功之經驗，來探討台灣在4G未來之發展。本研究將藉由蒐集南韓4G–LTE發展之相關文獻資料，並統整及歸納出南韓的電信業是如何在短時間內崛起，並超越其他電信大國國家，以及南韓的相關電信政策是如何幫助該國的電信業者發展出良好的技術及策略，使南韓成為4G–LTE 發展的領頭羊。根據研究者初步研究發現，南韓政府所執行的「不對稱管制」政策，有助於創造公平環境，利於南韓電信業間的良性競爭，並促使其相關技術的創新和延法，而產業的合作和費率方案的相關政策，也對南韓行動寬頻發展有良好的影響。
