Abstract:	密碼資產的興起為經濟社會的價值傳遞帶來質變，將帶領金融監理從傳統的中心化管理模式，轉向去中心化的治理模式。在這個嶄新 ; 以區塊鏈技術為驅動因子的治理模式中，法律對區塊鏈程式所產生的規制力量有限，反而是區塊鏈程式的參與社群將扮演重要的角色，透過相互的討論與共同的治理，來決定不同區塊鏈系統的運作規範。本文嘗試搭配金融法領域外的理論工具，如網路法及科技治理的理論框架，探討金融監理機關究竟應該如何進行職能變革，以有效回應基於密碼資產所運行之價值傳遞體系的興起，並進一步提出臺灣金融監理機關職能變革之思考。
