| Abstract: | 全球化的時代開始後，不可預期風險造成的各類型災害，都可能引發嚴重損失而影響國家社會安全及安定。美國、日本及中國等國家的軍隊亦有投入救災任務之案例，而我國軍隊基於保國衛民、防護國土安全及防禦非傳統安全威脅之前提，災難救援實為國軍責無旁貸的義務。
當災害來臨時，國軍立刻派遣兵力執行救災任務，但是隨著對歷年國軍救災文獻的探討中可發現國軍執行救災任務存在著專業技術不足、組織人力精簡、專業裝備欠缺及影響戰備演訓等情形。
本文運用個案研究透過分析國軍協力地方政府執行颱風、水災、地震、氣爆、空難等複合性災害救援，探討在非傳統安全的災害持續威脅下，第一時間派遣的救災兵力應具備各式災難救援能力，當遇複雜的災難發生時，立即以專業知識對災情實施評估，正確判斷後續如何應對及處置災難狀況。
現代發生的災情影響範圍廣泛，專業技術要求高，救災任務往往都是在極度危險的狀況下執行，本文認為應考量於相關法規中編列國軍救災預算及修調國軍組織編裝，建立專業化救災部隊，除可提升整體救災功效，還可降低一般部隊救難風險，使部隊實務工作正常推展。
After the beginning of the era of globalization, various types of disasters caused by unpredictable risks may cause serious losses and affect national social security and stability. The armed forces of the United States, Japan, China and other countries have also been engaged in disaster relief missions, and our military is based on the premise of defending the country and the people, protecting homeland security and defending against non-traditional security threats. Disaster relief is indeed the duty of the national military.
When disaster strikes, the national army immediately dispatched troops to carry out disaster relief tasks. However, with the discussion of the national army’s disaster relief documents over the years, it can be found that the national army’s implementation of disaster relief tasks has insufficient professional skills, simplified organization of manpower, lack of professional equipment, and impact on combat readiness, training and other situations.
This article uses a case study to analyze how the national army cooperates with local governments to perform typhoons, floods, earthquakes, gas explosions, air crashes and other complex disaster rescues, and explores that under the continuous threat of non-traditional security disasters, the disaster relief forces that should be dispatched in the first time should have various types disaster rescue capability. When a complex disaster occurs, the army can immediately use professional knowledge to evaluate the disaster situation, and correctly judge how to respond to and deal with the disaster situation in the future.
Modern disasters have a wide range of impacts and high technical requirements. Disaster relief tasks are often performed under extremely dangerous conditions. This article argue that relevant laws and regulations should be considered in the preparation of the national army’s disaster relief budget and revision of the national army’s organization and organization to establish a professional In addition to improving the overall disaster relief effectiveness, the modernized disaster relief force can also reduce the relief risk of general troops and enable the normal progress of the military’s practical work. |
