    Title: 智慧政府下My Data 個案推動與模式建構:數位身分識別與服務流程優化

    Abstract: 數位時代中，由資通訊與資料科技所驅動的創新服務與管理（以下簡 稱科技驅動）是政府未來建構電子治理的重要基礎，另一方面，世界各國 政府也開始把對巨量資料（或大數據，big data）與開放資料（open data）的重視逐漸移轉到對個人資料及隱私保護的政策法規上，個人資料的自 主管理與客製化應用（以下簡稱my data 或MyData），乃至於資料彙整單位的治理模式與服務提供，是政府尋求如何兼顧個人隱私與加值效益的 創新領域，必須從創新實用的角度尋找可能的突破點，發展資料加值與創 新應用服務策略。由於科技驅動的潛在創新應用通常具有高度的不確定性，企圖兼顧個 資自主管理、隱私保護、創新應用的MyData與資料治理方案也是如此， 諸如軟硬體科技本身的適用性、潛在服務接受者/使用者辨認與需求及接受程度、對外服務流程與內部行政流程的重新設計、對現行相關法規的影 響與調適、跨業務領域/機關/公私部門所需的配套資源與能量等，因此在服務方案內容與傳遞方式的設計與其專案管理，都必須能因應上述的不確定性。本計畫蒐集分析並綜整國外推動MyData模式與並探討數位身份識別 證（New eID）應用於數位服務的相關議題，接軌國際做法，整理如資料 治理成熟度（data governance maturity）、資料生命週期管理(Information Lifecycle Management；ILM)等相關資料治理之評量策略或作法，以我國 特定政府機關發展導入MyData服務為規劃情境，提出導入科技驅動創新應用的專案管理流程建議。作為後續實際導入的基礎計畫，並藉以統整導 入經驗以回饋未來MyData方案推動模式的參考。
