    Abstract: 由於價格的競爭，自然會使每一個國家，因特定理由而特別適宜於特定產品之製造時，專事此類產品之生產，在自由貿易體系下，一個國家的港口，限於在外國生產較在本國有利之產品，尤其特定的原料並非到處均有，若無國際貿易，許多國家就必須放棄這些產品。保護條款之目前形態，無法因應保護之需要，多織協定之繼續存在及選擇性措施可行且存在的事實，亦證明此點，透過保護，不僅在給予特定產業，以調整結構之過渡時間，製造者亦須面對新的競爭形態，而且不必導致歧視原則之完全排除，因為選擇性措施之採取，亦可以相關國家之間意為前提。
