Title:	讓競爭取代管制—該是NCC放手的時候了

Abstract:	NCC對於有線電視長期以來都採取「重事前控制、輕爭議處理」的管制模式，徒然消耗了有限的行政資源，並模糊了「頻道載送爭議」的處理焦點，形成NCC、消費者、系統業者及頻道業者「四輸」的局面。然而，近年來有線電視業者面臨跨區經營者、MOD及線上影音業者的競爭，整體市場環境已有重大改變。本文希望檢視有線廣播電視法2016年翻修以來的發展，並對NCC端出的改革菜單加以評析，最後提出本文的建議：期盼NCC勇敢放手，用競爭取代管制，在「行政管制」及「有線電視服務內容」兩方面，都一新國人耳目。
