Title:	移風易俗：香港廉政公署私部門治貪的經驗回顧

Abstract:	國人一般將貪污僅視為公部門內或公／私部門之間產生的腐敗問題，其實貪污源於社會之腐敗風氣及陋習。香港作為亞洲反貪的標竿，其廉政公署在一九七○年代建立時就將公私部門皆納入反貪的焦點。自一九八○年代始，私部門的肅貪工作更是最大宗。本文回顧香港廉政公署對私部門的治貪工作，並強調反貪問題的根本是扭轉社會風俗習慣及民眾對貪污的觀念。經過四十多年的治貪努力，香港所建立的不僅是廉潔政府，更是廉潔社會，並達到移風易俗的效果，使香港過去成為國際投資的中心。我國若要進一步提升自身的國際經濟地位，香港的私部門治貪經驗是不容忽視。
