    Title: 企業導入雲端運算系統之流程與影響因素探討

    Abstract: 雲端運算近年發展蓬勃,根據Gartner預測,2022年全球公有雲服務支出將成長至4,950億美元,而2023年的支出金額則會達到近6,000億美元。然而,雲端運算服務雖然發展快速,但是企業在運用雲端服務的過程中,必然會面對資訊系統與業務流程的改變,如何在管理層面有所作為,讓雲端系統的導入可以切合企業需求,將是企業必須面對的重要議題。

    過去,企業在發展不同雲端運算系統時,較少關注導入階段及管理作為的問題,因此本研究針對企業導入雲端運算的作法進行研究,探討「企業導入雲端運算系統的流程為何?」、「企業導入雲端運算系統各階段的影響因素為何?」等兩個研究問題。

    根據研究目的與問題,本研究先進行文獻回顧,歸納出「雲端運算特性」、「雲端運算系統導入流程」的四大階段,以及「雲端運算系統導入之影響因素」的三大構面,並以此建立研究架構,接著探討企業在導入雲端運算時,各個階段的管理作為與影響因素。

    本研究採用多重個案研究法,選擇四間具有雲端系統導入經驗的個案公司進行深入訪談與研究,並輔以次級資料進行彙整與分析。所得到之結論主要包括:

    結論一:企業在導入雲端運算系統時,新業務需求會使子專案的導入存在於不同時間點;子專案與各階段的管理作為會促進組織在雲端技術能力的累積。
    結論二:企業在導入雲端運算系統的規劃準備階段時,其高階主管支持程度會影響組織資源的投入,且組織本身資源的多寡會影響其與雲端服務商的互動。
    結論三:企業在導入雲端運算系統的方案建立階段時,其跨單位的團隊合作會影響執行方案的建立;而投入資源的多寡則會受到監管程度的影響。
    結論四:企業在導入雲端運算系統的實作移轉階段中,其組織目標會影響實作轉移的方式,且在實作過程中也會不斷地累積技術能力。
    結論五:企業在導入雲端運算系統的營運驗證階段中,其實質的效益會受到該企業的目標與業務流程之影響,而其後續雲端服務的發展則會受其商業藍圖以及其與服務供應商的合作關係之影響。

    根據研究結論,本論文最後提出實務上的意涵以及對後續研究者的建議。
    Cloud computing is a booming industry. According to Gartner, worldwide end-user spending on public cloud services is forecast to grow to $495 billion in 2022 and expected to reach nearly $600 billion in 2023. For enterprises, the development of new cloud computing services would be a great trend, and it will be important for these companies to manage the changes of the information systems and business processes. However, enterprises did not pay too much attention on this topic. Therefore, this study will focus on the introducing of cloud computing, and discuss the following questions:

    1. What is the process for enterprises to introduce cloud computing?
    2. What are the influencing factors of the introducing cloud computing?

    To answer the research questions, this research conducts a literature review, and summarizes the characteristics of cloud computing, the four stages of introducing process and three aspects of influencing factors. Based on the review, this study established a new research structure to figure out the influencing factors as introducing cloud computing. The employed research methodology is multiple case studies, and this research selected four institutions to study. The conclusions obtained mainly include:

    1. As enterprises introducing cloud computing, the introduction of sub-projects may exist at different time points because of new business requirements, and these sub-projects and management of each stage will improve the cloud capabilities
    2. In planning and preparation stage of enterprises introducing cloud computing, the support of senior executives will affect the investment resources, and the resources will influence the interaction with service providers.
    3. In project establishment stage of enterprises introducing cloud computing, the cross-unit work will affect the establishment of the execution plan, and the invested resources will be influenced by the degree of supervision.
    4. In implementation and transition stage of enterprises introducing cloud computing, the goal of the enterprise will affect the execution method, and companies can accumulate the cloud capabilities.
    5. In operation and verification stage of enterprises introducing cloud computing, the benefits will be affected by the enterprise`s goals and business processes, and the following development of will be influenced by the business blueprint and relationship with service providers.

    In the final section, this study provided the practical implications, and proposed suggestions for future researchers to carry out.
