Title:	科技政策的質性研究方法：詮釋性政策分析與技術政治

Abstract:	詮釋性政策分析的出發點是對於實證性政策分析的檢討之上，實證性政策分析傾向於把問題塑造為單一簡單的存在，而認為政策語言具有純化的特徵，政策的運作具備高度的階層性，能夠具備有線性傳遞與指揮的效果，著重於強調政策的「理性化」特徵。詮釋性政策分析與此相反，它認為由於人類具備意涵詮釋的本質，「意涵(meanings)」的詮釋，是人類生活不可忽略的一部份。詮釋性政策分析因而強調政策語言的模糊性，並強調政策的象徵性面向，因此政策論述過程中所使用的象徵、隱喻、迷思、儀式皆具有意涵構成的效果，進而，政策是一項意涵競逐(struggle)的過程，發問的構成、議題細節與涉及的科學與技術知識等的初始架構(framing)具有絕對的重要性，並且與更廣大背景的政治文化相關。本文將以與 STS/SSK 結合的詮釋性政策分析來做為研究方法說明，從 2009 到 2015 年間一個基於「國家利益與務實考量」的單一能源未來如何逐步建立浮現，「缺電」問題在此脈絡下躍然成為大眾媒體關注的焦點，這和「備轉/備用容量」相關的電力調的制度安排密不可分。做為一項基礎的技術文化，該制度在 2016 年之後並沒有受到全面性的檢討，備用容量的預估不再見諸於大眾的視野，而備轉容量則是再次成為政策論述的知識主軸。
