Title:	大眾捷運車站周邊實施增額容積制度之探討

Abstract:	大眾捷運系統具有可及性、便利性等特性，有助於提升都市生活環境品質，吸引人口與產業聚集於車站周邊地區，促成周邊經濟活絡及不動產增值，以致常被地方政府作為政績宣傳之用。然而，為籌措龐大的捷運建設經費，地方政府勢必須向中央申請經費補助，而根據「大眾捷運系統建設及周邊土地開發計畫申請與審查作業要點」第5點，地方政府提出捷運建設經費補助，應將周邊土地開發及其他可挹注捷運計畫之外部效益納入，並藉此作為計畫補助優先順序之參考。有關捷運建設所帶來的土地使用外部效益，包含使用分區變更回饋、整體開發（都市更新、區段徵收等）效益、設定地上權、標租、增額容積等，而目前各計畫中幾乎皆有規劃採用的是「增額容積」。惟該容積制度與以往較常見的容積移轉、容積獎勵並不相同，但仍有捷運報告書有所混淆，實有釐清之必要。簡言之，增額容積是在法定容積管制外，給予民眾額外購買容積之機會，藉此籌措公共建設財源。而根據近來的各捷運建設計畫，例如臺北東環段、萬大線、新北三鶯線、臺中烏日文心線、高雄環狀輕軌等，皆有納入增額容積效益，且金額多達數十億元以上，其預期收取價金非常高，對於財務效益貢獻顯著，看似財務可行性很高，很值得推動。
