    Title: 缺水時期之用水型態時空分析-以桃園市與高雄市為例

    Abstract: 氣候變遷對水循環產生了長期性的改變,這種改變使人們越來越難獲得可靠水源,在極端氣候的影響下,有限的水源如何支援與分配,成為適應氣候轉變的重要任務,回顧臺灣近年缺水危機頻繁發生,限水措施影響人民生活甚劇,需要深思更多元的水資源管理策略,將短期的旱災應變措施,轉變為永續與韌性的長期治水目標。
    本研究為瞭解用水型態在缺水時期的空間特性及影響因素,以2015年西部旱災為研究事件,桃園市與高雄市為實證空間範圍,運用政府公開資料(opendata),以歷史用水度數為基礎,透過空間探索方法與迴歸分析,探討乾旱時期供水量限縮與用水型態間之關聯。
    實證結果顯示,用水型態的改變與限水政策緊縮程度有高度相關性,熱點分析結果表明,空間上冷點主要集中於工業區範圍;從時間上來看,用水量下降從實施減量供水措施開始,且一直持續至水情正常時;影響因素分析結果,供水量限縮期間,土地使用面積及工商家數對用水型態的影響最為顯著。
    Climate change has brought long-term changes to the water cycle, making it increasingly difficult for people to obtain reliable water sources. Under the influence of extreme climates, how to support and distribute limited water resources has become an important task for adapting to climate change.looking back at the frequent occurrence of water shortage crises in Taiwan in recent years, water restrictions have severely affected people`s lives. It is necessary to think about more diversified water resources management strategies, and transform short-term drought response measures into sustainable and resilient long-term water control goals.
    In order to understand the spatial characteristics and influencing factors of water use patterns during the water shortage period, this study took the 2015 western drought as the research event, Taoyuan and Kaohsiung as the empirical space range, using opendata, based on the historical water consumption (degrees),using spatial analysis and regression analysis, the relationship between water supply constraints and water use patterns during drought periods was explored.
    The empirical results show that there is a high correlation between the change of water consumption pattern and the tightening degree of water restriction policy. The hot spot analysis results show that the cold spots in space are mainly concentrated in the industrial area; from the perspective of time, the decline in water consumption begins with the implementation of water supply reduction measures , and it lasts until the water regime is normal; the analysis of the influencing factors shows that the land use area and the number of industrial and commercial enterprises have the most significant impact on the water use pattern during the period of water supply restriction and shrinkage.
