    Abstract: 隨著市政府升格為直轄市,桃園市原來的國立高中職,也已經順利完成改隸為市立高中職。本研究旨在探討在改隸的過程中,各方利害關係人的立場為何?決策者如何在協商的角力過程中,兼顧財源分配與多方利害關係人的權益,終能順利完成改隸。
    本研究資料收集的方法,包括文獻分析法以及深度訪談法。以制度分析與發展(IAD)為研究架構,本研究訪談教育部、桃園市教育局、校長、老師、家長、學生對於改隸政策的看法。此外,本研究針對改隸之後的結果,進行了政策評估。
    本研究的主要發現如下:
    1.影響改隸制度變革最主要的因素,來自利害關係人的本位主義。如果決策者能夠兼顧利害關係人自身的權益,則政策變革的阻力就會越低。
    2.在改隸政策變革的過程中,相關變革的資訊越是透明化,政策變革的阻力就會越低。
    3.如果有充足的財政資源做後盾,在改隸政策變革的過程中,政策阻力也會越低。
    最後,本研究就政策變革後的結果,從效率、公平、課責、永續、及是否符合利害關係人的預期等觀點,提出幾點政策評估的意見,以供未來政策變革的參考。
    After the Taoyuan City Government was upgraded, the original National Senior High School and Senior Vocational High School in the urban area have also been successfully transformed into Municipal Senior High School and Municipal Senior Vocational High School. The purpose of this study is to explore what are the positions of the stakeholders in the process of changing the subordinates? In the process of negotiating and wrestling, how decision makers take into account the distribution of financial resources of relevant groups and the rights and interests of multiple stakeholders, so that the transfer can be successfully completed.
    The methods of data collection in this study include literature analysis and in-depth interviews. Using Institutional Analysis and Development (lAD) as the research framework, this study interviewed the Ministry of Education, Taoyuan City Education Bureau, principals, teachers, parents, and students on their views on policy reform. In addition, this study conducted a policy evaluation on the results of senior high schools and senior vocational high schools after they were transferred.
    The main findings of this study are as follows:
    1. The most important factor affecting institutional change comes from the egoism of stakeholders. If decision-makers can take into account the interests of stakeholders, the resistance to policy change will be lower.
    2. In the process of policy change, the more transparent the information about the change is, the lower the resistance to policy change will be.
    3. If there are sufficient financial resources, the policy resistance will be lower in the process of policy reform.

    Finally, this study puts forward some opinions on policy evaluation from the perspectives of efficiency, fairness, accountability, sustainability, and whether it meets the expectations of stakeholders after the policy change, for reference in future policy changes.
