| Abstract: | 本研究旨在透過檢視台灣投信業之組織與人力配置內涵，探討台灣投信業者如何於整體產業從業人員不到5,000人之規模下，共管理投資人逾新台幣上兆元之資產，並討論當前配置方式是否存有相關利弊與改進方向。
台灣投信產業發展至今已逾40載，共由38家業者組成，然整體產業組織與人力規模與銀行、保險業者等金融機構相比顯著較小。本研究經個案訪談方式，搜集來自6位受訪者提供共來自8家台灣投信之經歷與組織內部的觀察，輔以次級資料之搜集與對照，探討台灣投信業組織內各單位設立目的與效用，並梳理各單位之人力配置情形，建構對於投信業者之組織與人力配置方式與內涵之理解。此外，本研究亦因透過訪談搜集來自台灣投信業從業人員之經驗與觀察，了解到台灣投信業於當前組織與人力配置下，存有產品單位人力不足且流動率高之問題。本研究繼而從進而探討此問題與產業背景之關聯、是否存有改善空間、此問題之重大性與對投信之影響、問題成因，以及本研究提出之改善做法等部分做分析，針對此一組織人力配置問題提出解方。
本研究認為此問題具有改善的可能，且具有重大性，對於台灣投信業之影響主要有：產出內容之品質問題、影響投信業者之長期競爭優勢，以及影響投信業者之投資方法與產品創新能力。問題成因共歸納為四大面向，分別是台灣投信業之定位與獲利結構、台灣投信之高階主管常為業務出身、產品單位人力背景要求與職務內容落差，以及產品單位人員薪資結構與聘僱方式。解決方案分析部分，本研究提出投信業者應將產品單位職務重新定位，將重複且例行性之工作比例降低，並增加職位附加價值之整體解決方案，以期投信業者得以於該架構下，循序漸進改善問題。具體做法分為以下六大建議：建構或導入跨部門共用之作業平台、善用人工智慧工具提升作業效率、針對投資主題分類產品經理職務、提供產品單位專業培訓與領導等資源、增加產品單位對內合作機會與對外曝光度，以及保留實習生之名額。
綜上所述，本研究藉由梳理台灣投信業者之組織與人力配置內涵，了解其如何於當前之組織與人力規模達到資產管理之效用，並發現於當前架構下，業者面臨產品單位人力不足且流動率高之問題，本研究繼而提出解決方案分析，以期使台灣投信業者之組織設計對於其實踐資產管理之效用與維持長期競爭力有更切合的幫助。
This study investigates how Taiwan`s asset management industry manages over a trillion New Taiwan dollars with less than 5,000 employees. It examines the organizational and manpower configurations, as well as the advantages, disadvantages, and areas for improvement of the current setup.
The asset management industry in Taiwan has been around for over 40 years and currently consists of 38 companies. However, it is much smaller than other financial institutions such as banks and insurance companies.
The study collected data through interviews with six respondents from eight Taiwanese asset management companies and secondary source. It examined the effectiveness and purpose of each unit`s establishment within the asset management industry and the manpower configuration of each unit to better understand how these companies operate.
The study found that the asset management industry in Taiwan faces a challenge with insufficient manpower and high staff turnover rates in product units. It investigated the relationship between this problem and the industry background, its importance, the impact on asset management companies, the cause of the problem, and potential improvement strategies.
The study proposes that asset management companies redefine the roles of product units, reduce the proportion of repetitive and routine work, and increase the overall added value of positions. It provides six specific suggestions, including the construction or introduction of cross-departmental shared operation platforms, the use of artificial intelligence tools to improve operational efficiency, the categorization of product managers based on investment themes, the provision of professional training and leadership resources for product units, the increase of internal collaboration opportunities and external exposure, and the retention of internship positions.
In summary, this study examines how the industry manages assets with a relatively small number of employees in Taiwan. It also identifies the problem of insufficient manpower and high staff turnover rates in product units and proposes improvement strategies to help asset management companies maintain long-term competitiveness. |
