    Abstract: 糧食安全為目前各國重視的議題之一,其中對於糧食浪費(剩食議題)的探究更具急迫性。根據聯合國農糧署(FAO)2020年最新統計,全世界有6.9億人口處於飢餓狀態,每年超過三分之一的食物在農田裡、餐廳中或家裡的廚房被丟棄,本應充足的食物供給卻有大量浪費與分配不均的問題。為解決糧食浪費,食物銀行扮演極為重要的角色,扮演著企業、政府、民眾之間的重要橋梁,其中臺中市的食物銀行發展為全臺之首,為全臺唯一訂定食物銀行自治條例與創立最多食物銀行的城市,兩大全國性食物銀行也於此發展。

    除了政府創立的食物銀行之外,許多非營利組織亦投入食物銀行的行列,隨著食物銀行蓬勃發展,在全球公民社會的脈絡下,出現不同解決重大議題的非國家型行為者,而這些行為者都被殊異的組織與網絡影響,而各個非營利組織也依循此脈絡實現其宗旨。在解決剩食議題中,食物銀行即為重要的行為者之一,需要整合性的平台協助資源取得與分配協調,台灣食物銀行聯合會與台灣全民食物銀行協會等全國性食物銀行因此成立,各自解決不同的剩食議題,然而目前對於全國性食物銀行組織網絡以及解決糧食安全模式的相關研究仍付之闕如,故本研究以食物銀行的組織與網絡來釐清全國性食物銀行扮演的角色為何,探究兩個全國性食物銀行是如何解決糧食議題。因此形成以下的問題意識:全國性的食物銀行網絡是如何形成?兩者之間的差異為何?不同的食物銀行模式在是否在糧食安全或剩食議題上處理方式與策略訂定有所差異?本研究發現兩個全國性食物銀行的網絡組成與互動以及協助對象有各自的特色,所著重的糧食安全議題也不盡相同。
    Food security is currently one of the major concerns for countries, with a particular focus on exploring food waste. According to the latest statistics from the United Nations Food and Agriculture Organization (FAO) in 2020, there are 690 million people worldwide suffering from hunger, and over one-third of the food produced is wasted in fields, restaurants, or household. The issue of food waste and unequal distribution poses a significant challenge to ensuring an adequate food supply. Food banks play a crucial role in addressing food waste and act as important bridges between businesses, governments, and the public. Among them, the development of food banks in Taichung City, Taiwan, is at the forefront, being the only city in Taiwan to establish autonomous regulations for food banks and having the highest number of food banks. Two national-level food banks have also been established in Taiwan.

    In addition to government-established food banks, many non-profit organizations have also joined the food bank movement. With the flourishing development of food banks, non-state actors have emerged within the global civil society context to address significant issues. These actors are influenced by diverse organizations and networks, and various non-profit organizations follow this context to achieve their goals. In addressing the issue of food waste, food banks are important actors that require integrated platforms to assist in resource acquisition and coordination of distribution. The Alliance of Taiwan Food banks and Taiwan People’s Food Bank Association were established to address different aspects of the food waste issue. However, there is currently a lack of research on the national-level organizational networks of food banks and the related models for addressing food security. Therefore, this study aims to clarify the roles played by national-level food banks in terms of their organizational and network structures and explore how these two national-level food banks address food security issues. Consequently, the following research questions are formed: How does the national-level food bank network form? What are the differences between the two? Do different food bank models differ in their approaches and strategies for addressing food security or food waste issues? This study finds that the network composition, interactions, and assistance targets of the two national-level food banks have their own characteristics, and they also prioritize different aspects of food security issues.
