    Abstract: 本研究將從僑務方面探究中華民國政府的僑務政策的目標在戰後
    究竟為何，在冷戰的局勢之下，中國國民黨所奉行之血統主義與反共 意識將如何對中華民國政府遷臺後的局勢與僑務政策帶來何等影響。 當中華民國政權看似在美援的支持下重振僑務工作，並成功利用僑資 發展臺灣社會經濟能自立之際，好景不常，中華民國政權喪失在聯合 國安全理事會中的「CHINA」席位，世界各國紛紛與之斷絕外交關係、 中華人民共和國結束長達十年的文化大革命，積極走向開革開放，美 國遠東政策的轉變使中華民國也即將失去最重要的盟友美國時，在這 種「亡國感」之下，中華民國政權與繼任的蔣經國總統該如何繼續維 護中華民國政權的合法性及「正統」性，以及如何避免共產勢力滲透 僑社，成為中華民國在僑務與外交工作上的首要課題。同時，本文也 將透過《海光週報》分析此一時期對外宣傳的內容，探討中華民國如 何在僑務上團結海外社群。
    This studies will explore the goals of the Republic of China government's overseas Chinese affairs policy in the post-war period. Under the backdrop of the Cold War, the influence of the Chinese Nationalist Party's (Kuomintang) ethnic nationalism and anti-communist sentiments will be examined on the post-relocation situation and overseas Chinese affairs policy of the Republic of China government. While the ROC regime appeared to revitalize its efforts in overseas Chinese affairs with the support of American aid and successfully utilized overseas Chinese resources to develop Taiwan's socio-economic self-reliance, this favorable situation did not last.
    The ROC government lost its "CHINA" seat in the United Nations Security Council, as countries around the world cut diplomatic ties. The People's Republic of China ended the decade-long Cultural Revolution and actively moved towards reform and opening up. The shift in U.S. Far East policy led to the imminent loss of its crucial ally, the United States. Amidst this sense of impending collapse, how would the ROC government and the succeeding President Chiang Ching-kuo maintain the legitimacy and "orthodoxy" of the ROC regime? Furthermore, how could they prevent communist influence from infiltrating overseas Chinese communities, becoming a paramount issue in the ROC's overseas Chinese affairs and diplomatic efforts?
    Simultaneously, this paper will analyze the content of foreign propaganda during this period through the 《THE OVERSEAS CHINESE TORCHLIGHT WEEKLY》 exploring how the
    ROC fostered unity among overseas communities in its overseas Chinese affairs.
