Title:	調查、推估、分析未參加全民健保者原因 Survey and Analytical Inference on Reasons for Not Enrolling National Health

Abstract:	全民健康保險施行至今已七年有餘，目的在促進全體國民之身心健康。除少數特定人口外，全民健保最主要特色係全體國民依法皆屬其強制納保對象。及至自民國90年軍人納保後，全國之總納保率於該年年底已近97%的高水準，然而截至該年年底，仍有近80萬人未參加全民健保。本研究計畫之目地在透過統計抽樣調查，推估及分析各類未加保原因之人數及組成，並估算合理的全民健保納保率及研議政策解決方案。本研究計畫之重要性在於，根據中央健保局內部公務統計資料，未納保人口特質及未納保原因範圍相當廣，未納保人口除了長期出國、失蹤、及死亡未除籍者外，亦包括不願加保者及無力繳納保費者；為達到全民納保目的，除了長期出國、失蹤、及死亡未除籍者外，我們亟需了解不願加保者及無力繳納保費者的相關人數及原因。本研究計畫希望完成下列三大目標：(1)依都會、鄉村、及偏遠地區別，抽樣調查未納保人口；(2)推估失蹤、不願加保者、及無力繳納保費者之人數及組成；(3)依調查結果，估算最高納保人口及實際的納保率。
