Chinese medical cooperation in Africa has received less scholarly attention compared to its other engagements. An emerging body of literature employs qualitative and quantitative techniques to assess the drivers of China’s health assistance allocation to Africa. Qualitative studies typically concentrate on significant events in China’s recent political history and major disease outbreaks to investigate the fluctuations in health aid volume. The quantitative studies, on the other hand, follow a tradition in foreign aid literature and test for three main determinants of Chinese medical aid allocation to Africa: the needs and merits of the recipients’ countries and China’s interest in cross-country panel data analysis. Overall, this literature is centred mainly on China’s perspective. It also often evaluates the aggregate volume of medical assistance and studies Africa as a whole. This dissertation has addressed these gaps by studying the role of recipient domestic politics in Chinese financing of two tertiary-level health facilities in Burkina Faso and Mali, the Centre Hospitalier Universitaire de Bobo-Dioulasso and the Hôpital du Mali, respectively. Its theoretical framework expands the thesis that donor countries’ domestic politics affect foreign aid allocation to include those of the recipient countries. Methodologically, it adopted a qualitative case study approach. The data was mainly collected during a field study conducted in the two countries between December 2022 and June 2023. It found that in both Burkina Faso and Mali, domestic political dynamics motivated political elites to seek and secure Chinese funding to implement the hospital projects. The dissertation discusses these findings and derives implications. |
