    Abstract: 二十世紀末以來,德國學校教育面臨全球化的衝擊(如PISA),以及學習文化典範的改變-終身學習,幾年之間各邦不約而同地推動全面性學校改革,「自主性典範學校計畫」已經成為當前德國學校教育的當紅議題。本文內容依序:一、介紹其改革背景;二、計畫的主要意義與目標(教育新圖像、學校新圖像、學生圖像);三、法制的配套;四、內容與實際作法;五、目前的成效;六、理論的反思與評論;七、借鑑與建議。「自主性典範學校計畫」的核心精神在於創意與責任的雙極辯證,乃是為求學校教育能充分實現個人需求、民主社會公民素養、全球化多元文化發展等挑戰下的改革風潮。相信對於我國教育改革應具有相當的參照意義。特別值得注意的是此一教育改革風潮與另類教育的貢獻關係密切。 Since the latest years of 20th Century, the German school education was confronted with the challenge of globalization (ex. PISA) as well as the change of learning culture. Many states conduct holistic school-reform within a few years fast simultaneously. "Model-plan of Independent-school" has been now the fashion issue of the German educational reform. The content of this text includes: introducing the background of such reform; the main meanings and aims of this model-plan (new picture of education, new picture of school, new picture of student); The corresponding juridical treatments; Contents and practical managements; the latest effects; theoretical review and comment; significance and suggestions for Taiwan. The core concept of "Model-plan of Independent-school" lies on dialectics between the poles of creativity and responsibility. It is a educational reform stream pursing at the same time of: the full realization of individual needs; citizenship of democratic society and the diversity development under the globalization. It has referential worth for the educational reform within the realm both of elementary and secondary schools in Taiwan. Particular attention should be put on the relevance between this reform stream of "Model-plan of Independent-school" and the contribution from the "alternative education."
