In many Muslim countries, whether Islamic parties are willing to cooperate with secular parties matters for the political stability and democratic development in these countries. This paper examines why some Islamic parties are more likely to form pre-electoral coalition with secular parties, while others do not. While most existing studies tend to analyze the formation of pre-electoral coalitions by focusing on country-level institutional factors, few examine party-level factors. Focusing on 61 Islamic parties from 88 legislative elections in 14 Muslim countries (1973-2022), this study examines country-level and party-level factors that might shape pre-electoral coalition of Islamic parties and secular parties. The empirical analysis shows that an Islamic party that is rooted in the ideology of Islamism is less likely to form a pre-electoral coalition with secular parties. This study contributes to the literature by providing systematic analyses of party coalition behavior in Muslim countries, and it also provides policy implications for the democratic development in Muslim countries.
