    Title: 政府環保支出、空氣污染、人口遷移—台灣研究與跨國研究
    Government Spending in Environmental Protection, Air Pollution and Migration: Taiwan Study and Global Study

    Abstract: 本研究計畫主要目的在探討空氣污染對人口遷移的影響。現有以此主題進行研究的文獻不多,且依據文獻,此兩項變數互為因果關係而可能有內生性的問題,因此必須採用兩階段估計法。本研究計畫為一兩年期的研究計畫,第一年的計畫估計空氣污染廻歸模型,並以政府對環境保護支出為主要的解釋變數,分別探討台灣各縣市與全球各國與地區的政府環境保護支出對空氣污染的影響。第二年的計畫估計人口遷移廻歸模型,並以第一年計畫估計結果所計算的PM2.5、AQI、SO2等三項空氣污染指標的預測值為主要解釋變數,分別探討台灣各縣市與全球各國與地區的空氣污染對人口遷徙的影響。本研究計畫希冀能達到以下研究目的:
    A. 第一年計畫的目的
    (1)針對與影響空氣污染因素相關的文獻(特別是探討政府環境保護支出對空氣污染的影響的文獻)進行回顧與綜合整理。
    (2)參酌過去文獻建立一個理論架構,分析政府環境保護支出如何影響空氣污染。
    (3)蒐集臺灣20個縣市自2006年至2017年、以及世界146個國家與地區在2010年至2017年的追蹤資料,在研究方法上建立追蹤平滑移轉廻歸模型來探討台灣與世界各國政府環境保護支出對於空氣污染的影響。
    (4)比較臺灣與世界國家與地區在此議題上的效果差異。
    (5)將此研究結論提供學界與相關單位參考,作為此一學術研究相關領域的補充。
    B. 第二年計畫的目的
    (1)回顧與綜合整理目前文獻中有關於影響人口遷移的相關文獻(特別著重在空氣污染對人口影響的相關文獻)。
    (2)參酌過去相關文獻建立一個理論架構,分析空氣污染如何影響人口遷移。
    (3)蒐集臺灣20個縣市自2006年至2017年、以及世界146個國家與地區在2010年至2017年的追蹤資料,在研究方法上採用考量人口遷移可能具有的空間相依特性的空間計量模型來探究空氣污染對人口遷移的影響。
    (4)比較空氣污染在影響國內人口遷移與國際人口遷移上的效果差異。
    (5)將此研究結論提供學界與相關單位參考,並作為此一學術研究相關領域的補充。
    The main purpose of this research is to investigate the effect of air pollution on migration. According to existing literature, these two variables have a causality with each other, thus it is necessary to adopt two-stage estimation method to conduct such research mentioned. Therefore, this research is a two-year project: First year of the plan have to estimate the regression model of air pollution, and set government expenditures on environmental protection as primary dependent variable. Then, respectively, explore and compare the impact of government environmental protection expenditure on air pollution between counties and cities in Taiwan and worldwide countries and regions; Second year of the plan have to estimate the regression model of migration, and utilize the predicted values of three air pollution indicators, such as AQI, PM2.5 and SO2, which come from first year’s estimation, as this paper’s primary dependent variable. Afterwards, analyze the effect of air pollution on migration in Taiwan cities and worldwide countries and regions respectively. Hopefully, this project can achieve the following research purposes:
    A. The purposes of first year of the plan
    1. Reviewing and summarizing literatures related to the factors of affecting air pollution (especially the literatures for the impact of government expenditures on environmental protection on air pollution).
    2. Establishing a theoretical foundation for the influence of the government expenditures on environmental protection on air pollution.
    3. Collecting panel data from 20 counties and cities in Taiwan from 2006 to 2017, and 146 countries and regions around the world from 2010 to 2017. The research explores the impact of government expenditures on environmental protection on air pollution by panel smooth transition regression.
    4. In addition to research the impact of government expenditures on environmental protection on air pollution, the research also compare the differences in effects of Taiwan and other countries and regions around the world on this issue.
    5. Providing findings of this project to those who are interested, including scholars, officials, and others, and making this project as an academic supplement to this research field.
    B. The purposes of second year of the plan
    1. Reviewing and summarizing literatures related to the factors of affecting migration (especially the literatures for the impact of air pollution on migration).
    2. Establishing a theoretical foundation for the influence of air pollution on migration.
    3. Collecting panel data from 20 counties and cities in Taiwan from 2006 to 2017, and 146 countries and regions around the world from 2010 to 2017. The research uses spatial econometric model that considers migration may feature the spatial correlation to explore the impact of air pollution on migration.
    4. In addition to research the impact of air pollution on migration, the research also compare the differences in effects of interregional migration and international migration on this issue.
    5. Providing findings of this project to those who are interested, including scholars, officials, and others, and making this project as an academic supplement to this research field.
