Abstract: | 隨著資訊通訊科技(Information and Communication Technologies, ICTs)的進步,政府資訊公開已是各國政府的電子治理(Electronic Governance)工作重點,近年來,更朝向開放資料(open data)和鼓勵民間對該資料加值運發展。政府資料開放除可提升政府服務品質和效能、強化民主參與,更可創造人民生活與企業上的利益。政府資料開放評估方式尚多專注在法制面向,較欠缺從內部顧客(政府資訊提供者,公務人員)與外部顧客(政府資訊使用者,包括民眾、社團與企業)的主觀面向來評估,更欠缺影響/結果面向的評估。本研究目的在植基於朱斌妤(2013~2015)科技部計畫「政府資訊公開與加值運用之規劃與績效評估」所發展的評估概念,建構整合主客觀與內外顧客面向的績效評估架構,並進行實證調查。計畫內容重點分列如下: 1. 精進資料開放評估架構與政府平台客觀評比-衍生朱斌妤(2013~2015)計畫成果,以內容分析(Content Analysis)法進行中央與地方政府資料開放平台客觀資料蒐集與分析; 2. 內部顧客績效評估模型-發展資料開放內部顧客(資料提供者)評估模型,同時進行實證研究,探討像是結構面(法制、組織文化)、投入面(人力、經費)等因素對於公務人員在這個議題面向的影響(態度、行為)。 3. 外部顧客績效評估模型-發展資料開放外顧客(資料使用者)績效評估因果模型,同時進行實證研究,主要探討民眾、廠商等對於政府資料開放政策的滿意度,以及其對政府課責、民主參與等感受。 4. 最終整合內外顧客與客觀資料,對於政府資料開放提出整體評估分析討論。 The most recent trend of electronic governance is open government data (OGD), which includes data and information produced or commissioned by public bodies and data that can be freely used, re-used and distributed by anyone, subject to the requirement that users attribute the source and share their work as well. Open government data promotes greater openness and accountability in government, strengthens democracy and drives innovation and economic opportunities for all people. The success of open government data policies and projects hinges on robust assessment strategy that not only provides a valuable understanding of the impacts on stakeholders, but also provides an effective feedback mechanism for mid-course corrections. Considering the importance of internal (citizens and private companies) and external (civil servants) customers, this research will focus on the overall performance assessment of e-governance on internal and external users of open government data in order to make a contribution to the existing literature. There are three main foci of this research: 1. In the first year, we will further review literature regarding the international opportune movement of open government data. We will also extend Chu’s (2013~2015) case study results, propose a model to assess information availability, and employee content analysis to evaluate the platform for government open data. 2. In the second year, we plan to develop an evaluation model for suppliers (internal customers) of government open data and conduct an empirical survey, paying particularly close attention to factors affecting their attitude toward open data, such as organizational culture, leadership, etc. 3. In the third year, we plan to develop an evaluation model for users (external customers) of government open data, and conduct a survey to understand their usage satisfaction and also the impacts of open government data. 4. At last, we will develop an integrated external model to evaluate the policy performance of government open data. |
