    Title: 公務員唯才體制之實踐與效果:兩岸三地之比較研究

    Abstract: 本計畫比較中國大陸、臺灣與香港三個華人地區的公務員制度,以唯才體制作為概念框架,分析三地公務員進用制度之異同、專業主義及回應性之類型與差異程度。本研究將透過「誰選才、如何選才與為誰選才」三項分析,探討三地的進用制度之特性取向,並作歸類;同時衡量各進用制度對公務員技術職能之影響。此分析會與專業自主性結合,衡量三地公務員的專業主義程度;再衡量三地公務員之民眾回應性程度,以分析三地公務員之唯才體制類型。為此,本研究提出四類唯才體制類型:行政性唯才體制、臣服性政治唯才體制、民粹性政治唯才體制、代表性唯才體制。本研究會利用問卷調查方式進行三地公務員類型之檢定,並利用文獻分析與深度訪談對三地公務員制度進行比較分類。
    This project is to compare and contrast the civil service systems of Mainland China, Taiwan and Hong Kong through the conceptual framework of meritocracy, in which the recruitment and selection system, professionalism, and responsiveness in the three systems would be examined. This study would explore the characteristics of the recruitment and selections systems in terms of "who select? how to select? select for what" and thus develop the typology for the systems; at the same time measure the impact of the system on the technical competence of civil servants. This analysis would combine with the analysis of the professional autonomy to measure the level of professionalism. Further alongside with the analysis of bureaucratic responsiveness to the public, it would develop the typologies of meritocracy for three systems. This study proposes four types of meritocracy: administrative, subject political, populist political, and representative. This study would make use of a questionnaire survey to test the three systems, and of documentary analysis and in-depth interviews to compare and classify the civil service systems in the three places.
