    Abstract: 公共價值的研究近年來受到國際社群廣泛的關注,其核心不僅可以給予公共部門清楚的組織目標,更 讓公眾理解政府的方向。然而,在公共治理過程中追求重要價值的同時,必然限制公共部門追求其他 價值,特別是在組織變革時,更容易產生多重的價值衝突與競逐,國内外研究目前對此尚缺少經驗性 的研究。我國自2010年中央政府進行大規模的政府改造,精簡組織調整層級,帶來組織内外相當大 的衝擊和治理上的挑戰,管理者如何看待組織的核心價值變遷,又該如何因應競逐的公共價值,對組 織成員造成何種影響,都值得進一步探究,因此,我國政府組織再造提供極佳的研究素材。本研究將 透過次級資料分析、焦點團體、Q方法、問卷調查等研究方式,嘗試描述政府如何有效地治理競逐的 公共價值,並且妥善處理價值之間的衝突,希冀不僅建立以我國文化脈絡下的公共價值管理研究,和 組織變革的相關理論進行對話。並在治理實務上可回饋於行政改革、策略行動,以提升組織價值與内 部認同之間的關係。
    Research on public values has received great attention in both academic and practical discourses. The concept of public value can not only render clear goal for public organizations but also increase more awareness of government action for the public. As good governance requires pursuing some significant values, however, it constrains other critical ones. In particular, organizational change involves managing conflicting values. Yet little is known about how public managers deal with the competing public values in the reforming government. Focusing on the major government reorganization in 2010, this project will employ a variety of research methods such as secondary data analysis, focus group, Q-methodology, and in-person survey to demonstrate how government agencies develop public values and effectively tackle competing public values. Consequently, the goal of this research is to explore public values in Taiwan and contribute to the development of public value framework and organizational change theory. In addition, this project can make some implications for public managers in both strategic coping mechanisms and the improvement of organizational identity.
