    Abstract: 公共價值創造對於現代政府治理而言是一大挑戰,目前既有的文獻和研究途徑都有其限制,而且多是過於模糊無法清楚說明如何整合公共價值。而台灣自2014 年縣市首長大選後,六個直轄市紛紛採納參與式預算來回應選民,不僅提供台灣民主一種新型態的公民資格實踐,更是豐富的研究素材。因此本研究運用整合性的觀點來檢驗六都的參與式預算的過程和經驗,透過次級資料分析、參與觀察、深度訪談以及問卷調查等方式,探討參與式預算的公共價值如何被創造、參與過程中不同的行動者在參與-審議、立法性以及執行過程中所扮演的角色,並進一步探索組織所需具備的特質條件來促進公民參與和公民資格的實踐,希冀回饋公共價值以及公民參與等領域的理論,並對於治理實務有所貢獻。
    Public value creation has become a critical challenge, but existing approaches have limitations and it is unclear how they can be integrated. Meanwhile, since municipal election results in 2014, six special municipalities in Taiwan have adopted participatory budgeting (PB) to respond their voters. PB not only is a brand new citizenship practice in Taiwan but provide rich materials for researchers in the study of citizen participation and public value management. This research employs secondary data analysis, participant observation, in-depth interview, and survey research to explore how to create public values in the PB processes. Additionally, the goal of this study is to depict different players’ roles in the process of participation-deliberation, legitimation, and implementation. Moreover, the results of quantitative analysis can further provide what organizational characteristics can facilitate citizenship practices and citizen involvement. The aim of this project is to enrich the theories in the field of citizen participation and public value creation as well as practices of governance.
