Abstract: | 台灣《2050淨零碳策略》中,建築部門聚焦實施智慧建築與綠建築的推廣,以達到淨零碳排的遠程目標,除法定一定規模的公有建築強制取得標章外,著重鼓勵民間申請智慧建築及綠建築的標章。以財團法人台灣建築中心統計至2023年12月底之數據觀察,已有1,363案取得智慧建築標章或候選智慧建築證書,總申請案件中,住宅類、住宿類智慧建築標章民間占比約為56%,候選智慧建築標章約占66%,若以全部建築類別來看,民間申請智慧建築標章約占27%,候選智慧建築標章約占34%,可見智慧建築的設計在民間興建住宅大樓中越見重視,但仍未有相關市場溢價研究,為國內研究節能建築的研究缺口。因此,檢討認證標章的等級、興建的成本效益、不動產市場價值之影響程度,皆為提高民間智慧建築供需雙方參與的重要因素。
智慧建築的效益如何,是建築投資者和購屋者關切的重要議題,本研究擬進一步結合實價登錄資料,分析國內智慧建築是否確實存在溢價效果,於不同智慧建築標章等級或評分項目是否存在差異。期待藉由座談會將實證結果與專家學者分享,進而歸納出推廣智慧建築標章之建議,以作為提高民眾購買智慧建築意願之參考。 In Taiwan's "2050 Net Zero Carbon Strategy," the focus of the construction sector is on promoting the implementation of intelligent buildings and green buildings to achieve the long-term goal of net zero carbon emissions. Apart from mandatory certification for certain public buildings of a specified scale, there is a strong emphasis on encouraging private entities to apply for certifications for intelligent buildings and green buildings.
According to statistics from the Taiwan Architecture Center until the end of December 2023, 1,363 cases have obtained certification for intelligent buildings or are candidates for the intelligent building certificate. In the total number of applications, the percentage of private applications for intelligent building certifications in the residential and accommodation categories is approximately 56%, with candidates for intelligent building certifications making up about 66%. When considering all building categories, private applications for intelligent building certifications account for around 27%, and candidates for intelligent building certifications make up approximately 34%. This indicates a growing emphasis on the design of intelligent buildings in privately constructed residential buildings. However, there is still no relevant market premium research, creating a research gap in domestic studies on energy-efficient buildings. Therefore, reviewing the certification levels, cost-effectiveness of construction, and the impact on real estate market value are all important factors in increasing the participation of both supply and demand sides in private intelligent building development.
The benefits of intelligent buildings are crucial concerns for both building investors and homebuyers. This study aims to further combine real transaction data to analyze whether there is indeed a premium effect for intelligent buildings, and whether there are differences based on different intelligent building certification levels or evaluation criteria. The expectation is that by sharing the empirical results with experts and scholars through a symposium, recommendations for promoting intelligent building certifications can be deduced, serving as a reference to increase public willingness to purchase intelligent buildings. |
