摘要: | 非洲政變的統計數據令人震驚。自1950年以來,非洲發生的政變中約有半數是成功的。此外,政變相關文獻中反覆出現的三個議題促使本研究探討區域組織對不同政變類型的回應是否存在差異。若區域組織的回應是有條件的,是否可藉由體系制約及政變國家的國內因素加以解釋?本研究採用學者對政變類型的分類以及新古典現實主義理論作為基礎。研究結果顯示,當區域組織將政變視為「政權更迭型」政變,且體系制約性較高時,區域組織傾向於採取更為強硬的回應;相反地,當政變被認定為「權力重組型」,且體系制約性較低時,區域組織則傾向於採取較寬容的應對措施。 The statistics of African coups have been startling. Half of the coups that have occurred in Africa since 1950 have been successful. Moreover, three recurring themes in the coup literature prompt this research to examine whether external responses vary depending on the distinct coup type they encounter. If the RO’s responses are contingent, could they be explained by systemic constraints and the coup state’s domestic factors? This study draws on scholars' codification of coup types and the Neoclassical Realist Theory. The research finds that if the coup is perceived by the RO as a regime change coup, and if the systemic clarity is deemed as high, then the RO is more likely to issue forceful responses. When a coup is seen as a reshuffling of leadership, and systemic clarity is low, then the RO is more likely to issue lenient responses. |
