Abstract: | 本論文探討了台灣志願役軍人從軍的動機、社會觀感與決策過程,並採用了「計劃行為理論」(Theory of Planned Behavior)作為研究框架。研究採用深度訪談法,對象包括兩組人:一為未曾服役之台灣一般民眾,另一為現役或退役之志願役軍人。結果顯示,一般民眾普遍對軍旅生活持有負面態度,主因包括對軍方的不信任、戰爭風險的恐懼以及社會污名;相對地,軍人多將服役視為一項理性職涯選擇,強調經濟穩定與長期福利。研究發現家庭影響、社會規範與制度透明度在影響入伍意願上扮演了關鍵角色。本文最後提出數項政策建議,包括提升義務役服役品質、加強女性招募策略,以及運用文職專業人才以應對台灣未來的國防挑戰。 This study explored the motives, perceptions, and decision-making processes behind voluntary military enlistment in Taiwan. Drawing on the Theory of Planned Behavior as a conceptual framework, it analyzed interviews conducted with two groups: Taiwanese civilians who have not served, and current or former members of Taiwan’s volunteer military. Civilian participants expressed negative attitudes toward military service, citing institutional distrust, fear of war, and stigma. In contrast, military personnel framed enlistment as a rational career choice driven primarily by financial stability and long-term benefits. The findings underscored the critical role of family influence, societal norms, and perceptions of institutional transparency in shaping enlistment decisions. The study concluded with policy recommendations aimed at improving the quality of the conscription experience, increasing the recruitment of women, and leveraging civilian expertise in high-skill areas to address Taiwan’s evolving defense needs. |
