This study explored the motives, perceptions, and decision-making processes behind voluntary military enlistment in Taiwan. Drawing on the Theory of Planned Behavior as a conceptual framework, it analyzed interviews conducted with two groups: Taiwanese civilians who have not served, and current or former members of Taiwan’s volunteer military. Civilian participants expressed negative attitudes toward military service, citing institutional distrust, fear of war, and stigma. In contrast, military personnel framed enlistment as a rational career choice driven primarily by financial stability and long-term benefits. The findings underscored the critical role of family influence, societal norms, and perceptions of institutional transparency in shaping enlistment decisions. The study concluded with policy recommendations aimed at improving the quality of the conscription experience, increasing the recruitment of women, and leveraging civilian expertise in high-skill areas to address Taiwan’s evolving defense needs.
