Abstract: | 隨著全球供應鏈重組與「China Plus One」策略的興起,越來越多中國台商為降低營運風險與生產成本,積極評估將生產基地轉移至東南亞的可行性。本研究聚焦於健身器材 ODM 產業,選擇在中國設廠的個案企業 S 公司為研究對象,透過 Delphi 專家訪談法與 AHP(層級分析法)相結合的研究設計,建立一套具結構性與量化基礎的選址評估模型。研究首先經由兩輪 Delphi 訪談歸納出十六項影響選址的關鍵因素,並歸納為五大構面:語言文化、貿易規範、基礎建設、供應鏈完整度與人力資源。隨後以 AHP 方法進行成對比較與權重分析,並針對越南、泰國、馬來西亞與印尼四國進行綜合評分與排序。 研究結果指出,越南在整體文化適應性、供應鏈協同效率與貿易自由化程度方面表現優異,獲得最高綜合評分(2.91 分),成為最適合 S 公司作為新生產基地的首選國家。相較之下,印尼雖具備勞力成本優勢與人力資源供應充足,但在基礎設施與產業聚落成熟度方面仍有待提升,整體排名居末。本研究最後亦針對 S 公司提出越南設廠的分階段遷移、人力資源導入、貿易布局與供應鏈整合等具體策略建議,期能為其他具相似產業特性與經營模式的台商企業提供參考依據,亦補足學術上針對健身器材產業選址決策之研究空白。 Amid global supply chain shifts and the “China Plus One” strategy, many Taiwanese manufacturers are seeking new production bases in Southeast Asia. This study focuses on Company S, a Taiwanese ODM in the fitness equipment industry, and employs Delphi expert interviews and the Analytic Hierarchy Process (AHP) to develop a structured, quantitative model for site selection. Through Delphi interviews, sixteen key criteria were identified and categorized into five dimensions: cultural compatibility, trade regulations, infrastructure, supply chain completeness, and human resources. Vietnam, Thailand, Malaysia, and Indonesia were selected as alternatives and evaluated using AHP. The analysis shows Vietnam received the highest overall score (2.91), excelling in trade conditions, supply chain maturity, and cultural fit. Despite lower labor costs, Indonesia ranked lowest due to weaker infrastructure and industrial development. Based on these results, the study offers strategic recommendations for S Company’s potential relocation to Vietnam, including phased migration, workforce training, and logistics planning. The findings provide both theoretical and practical insights for Taiwanese ODM firms considering Southeast Asia for future expansion. |
