    Abstract: 本論文探討了巴西在全球碳經濟中新興的領導地位,並檢視了該國在不斷發展的國際氣候治理框架內整合自願和合規碳市場的能力。本研究追溯了碳市場的歷史發展,並透過分析《京都議定書》和《巴黎協定》等全球里程碑事件,闡明了巴西目前的定位。透過與歐盟排放交易體系(EU ETS)進行比較分析,本研究確定了巴西可在其國家排放交易體系(SBCE)中藉鑑的戰略設計特徵,該體係是根據182/2024號法律項目建立的。論文認為,巴西豐富的自然資本、制度進步以及在自願市場方面的經驗,使其能夠成為高完整性碳信用的領先供應國。此外,本研究也探討了策略性國際合作,特別是與台灣的合作,強調了雙邊在技術創新、排放監測和碳信用核查方面的綜效。該研究採用定性、基於文獻的研究方法,綜合了政策文件、市場數據和案例研究,旨在為巴西碳市場發展建立一個綜合框架。研究結果表明,巴西能否將國內體系與國際標準接軌,並促進公私合作,對於其在全球碳融資中佔據核心地位至關重要。這項研究有助於促進更廣泛的氣候治理討論,並為政策制定者和投資者在環境完整性與經濟機會之間尋求平衡提供切實可行的見解。
    This thesis explores Brazil's emerging leadership in the global carbon economy by examining the country's capacity to integrate voluntary and compliance carbon markets within an evolving international climate governance framework. Tracing the historical development of carbon markets, the study contextualizes Brazil's current positioning by analyzing global milestones such as the Kyoto Protocol and the Paris Agreement. Through comparative analysis with the European Union Emissions Trading System (EU ETS), the research identifies strategic design features that Brazil can adopt for its national emissions trading system (Sistema Brasileiro de Comércio de Emissões - SBCE), established under Law Project 182/2024. The thesis argues that Brazil's rich natural capital, institutional progress, and experience in voluntary markets position it to become a leading supplier of high-integrity carbon credits. Additionally, the study investigates strategic international collaborations, particularly with Taiwan, highlighting bilateral synergies in technological innovation, emissions monitoring, and carbon credit verification. Employing a qualitative, document-based methodology, the research synthesizes policy documents, market data, and case studies to propose an integrated framework for Brazil’s carbon market development. The findings demonstrate that Brazil's ability to align domestic systems with international standards and foster public-private partnerships is critical for its ascent as a central actor in global carbon finance. This work contributes to the broader discourse on climate governance and offers actionable insights for policymakers and investors navigating the intersection of environmental integrity and economic opportunity.
