    Title: 工會對廠商海外代工的影響:決策先後順序所扮演的角色
    The Impacts of Labor Unions on Firms’ International Outsourcing Decisions? the Role of Decision Sequence

    Abstract: 有關工會對廠商海外代工決策之影響的研究,過去相關文獻大都侷限在理論上的探討,實證的分析並不多見。截至目前為止,理論文獻對兩者之間的關係尚未有定論,其中「海外代工」與「工資談判」的決策先後順序是建構理論模型的重點,也是影響兩者方向的重要因素。本研究之主要目的有二:(1)回顧過去相關理論文獻的論點,彙整出工會力量對海外代工決策之影響的過程中,決策順序所扮演的角色。(2)以美國製造業資料進行實證分析,來探討在不同決策順序下,工會力量對廠商海外代工之影響。本研究之實證結果如下:當「海外代工」決策在先,「工資談判」決策在後時,工會力量越高,廠商海外代工程度將越少(亦即影響方向為負)。反之,當「工資談判」決策在先,「海外代工」決策在後時,工會力量越高,廠商海外代工程度將越多(亦即影響方向為正)。本研究的實證結果支持 Lommerud et al. (2009)的論點,這似乎顯示出,在進行海外代工決策時,廠商在短期會遷就於工會的壓力而減少海外代工的比例,然而在未來廠商終究會提高海外代工的比例。
    How labor unions affect firms’ international outsourcing decisions has been widely discussed from a theoretical perspective in the previous literature. Their relationship is not clear yet, in which decision sequence of outsourcing and wage negotiation plays an important role on model setting. Taking decision sequence into consideration, this research will provide empirical evidence that labor unions can influence firms’ international outsourcing decisions in the U.S. manufacturing sector. We predict that there is a negative effect of the current level of unionism and a positive effect of the previous level of unionism on the firms’ international outsourcing intensity. These results may support the proposition put forward by Lommerud et al. (2009) that labor unions hinder firms’ international outsourcing behavior, if the decision to outsource is made no later than the wage-employment bargaining. However, stronger labor unions still induce international outsourcing if firms’ decisions are made subsequent to the wage-employment bargaining. These results, from the sequential game point of view, seem to imply that firms comfort the union by cutting current outsourcing in the short run, but they then increase outsourcing in the future.
